Lions Red Ribbon Fellowship Scheme 2011 invites application

Introduction

Red Ribbon Centre, Hong Kong, with the sponsorship of the Lions Clubs International Hong Kong and Macau District 303, has established the Lions Red Ribbon Fellowship Scheme with a view to support mainland professionals to further their professional development or research in Hong Kong on HIV/AIDS control.

Objectives

The objectives are to facilitate experience sharing between the mainland and local workers, to enhance technical exchange on HIV/AIDS control, and to encourage collaboration and networking.

Eligibility Criteria

1) The applicant must be a citizen of the People's Republic of China.

2) The applicant should have been practising public health or involved in related work in China for more than 3 years;

3) The applicant should have at least one year's experience in AIDS-related work in China and would continue to work in this field after the fellowship programme.

4) The applicant must be involved in community-based AIDS care and prevention work in China. Subject to adequate justification, at most 2 applicants can apply in collaboration with each other to carry out the same training programme for two weeks in Hong Kong.

5) The applicant should be responsible for planning or implementation of the training programme to be applied for under this scheme. In case there are two applicants, then the applicants should preferably be from different fields of work. Preference will be given to the front-line workers in the community.

Award

The maximum award for one applicant is HK$8,500 and HK$15,000 for two applicants from the same training programme.

The applicant(s), if successful, must bear all the expenses arising from this scheme, including traveling expenses to and out of Hong Kong, fees for boardings & lodgings, traffic and other related expenses in Hong Kong. It is also strongly advised that a travel and medical insurance should be taken out to cover the medical expenses that might be incurred during his / her stay in Hong Kong.

Programme Content and Evaluation

The applicant must state in detail the training programme which he / she proposes to be implemented in Hong Kong. The vetting committee will examine his / her proposals in–depth and provide logistics support from time to time as appropriate. Assessment would be conducted throughout the training period.

Also during his / her two weeks' stay in Hong Kong, the successful applicant must hold a seminar on the HIV situation / research / programme implementation and / or evaluation of HIV care and prevention work in their locality; etc. In addition, he / she should submit a preliminary written report before departure from Hong Kong. Upon the completion of the programme and satisfactory performance, he / she will be awarded an attendance certificate for the "Lions Red Ribbon Fellowship Scheme". The Certificate for Lions Red Ribbon Fellow will be issued and mailed to the successful applicant at his / her place of work upon receipt of the final report which should be handed in within 3 months of completion of the fellowship.

Besides, in case should there be two applicants from the same project, the 2 applications will be examined by the vetting committee together. Successful applicants have to carry out the study at the same time in Hong Kong. Each pair is required to hold 1 seminar and to hand in 1 final report only.

Application

1) Eligible applicant should complete application form which includes :

    1. Name (both Chinese and English).
    2. Contact address and numbers (telephone, fax, and email)..
    3. Name of current working organization and rank.
    4. Qualifications and experience.
    5. Tenure for academic exchange abroad, if any.
    6. A description of his / her own aspirations and the professional goals.
    7. Details of the HIV care or prevention programmes he / she participated in China.
    8. A description of the proposed training programme including the main themes, activities, its relevance to the mainland situation, duration, and any special arrangement needed. If a research project is to be conducted, the methods and expected output should be included.
    9. Date of arrival and departure from Hong Kong.
    10. Name of the staff from the same organization / department who have participated in the "Lions Red Ribbon Fellowship Scheme" before and the date of arrival in Hong Kong.

2) Each applicant should submit one application. In case there are two applicants in the same programme proposal, the two application forms must be submitted at the same time.

3) There should be two letters of reference for each applicant.

Deadline for application and acceptance

The deadline of this round of application is 15 April 2011. Successful applicants would be informed by mail, and / or email, if available on or before 31 May 2011. Unsuccessful applicants will not be notified separately.

Special Remarks:

1) Successful applicants must arrive at Hong Kong to proceed with the training programme under the scheme before April 2012. They must also apply to the appropriate authorities for obtaining a visa to Hong Kong. If the successful applicant could not arrive in Hong Kong within the year, the award would be automatically cancelled.

2) If the successful applicant leave earlier before the completion of the whole study, he/ she has to return the grant awarded to him/ her to the Lions Clubs International Hong Kong and Macau District 303; the organizer will also inform his/ her senior or the one who recommended his/ her application.

3) The successful applicant must acknowledge the "Lions Red Ribbon Fellowship Scheme" for any publications or research work projects resulting completely or partly from the fellowship scheme.
